
Elon Musk’s social media platform X is under investigation by the European Union following reports that its AI chatbot Grok has been used to create sexually explicit deepfakes
According to an EU release, the new inquiry will examine whether the company adequately evaluated and addressed risks tied to introducing Grok’s features on X within the European Union.
X, Musk’s social media platform, was earlier fined €120 million by the EU following an inquiry into its measures against illegal content such as terrorist propaganda. More recently, in September, the European Commission launched a separate probe into Grok after the chatbot produced antisemitic material. Malaysia and Indonesia shut down Grok AI access after deepfake scandal in January.
Following a similar inquiry by U.K. watchdog Ofcom, the EU has opened its investigation. In the U.K., Musk may be fined up to 10% of X’s worldwide revenue—or £18 million—if found in breach of regulations. At the same time, Malaysia and Indonesia have moved to block Grok amid mounting worries over deepfake misuse.
The organization stated it will include “risks related to the dissemination of illegal content in the EU, such as manipulated sexually explicit images, including content that may amount to child sexual abuse material.”
Henna Virkkunen, executive VP of tech sovereignty, security and democracy, noted, “Sexual deepfakes of women and children are a violent, unacceptable form of degradation.” “With this investigation, we will determine whether X has met its legal obligations under the DSA, or whether it treated rights of European citizens—including those of women and children—as collateral damage of its service.”
